From previous tests me and few other fellas tried, we were unable to make distribution office work with trams.
And even if, it might not work since we have tried similar tests with distribution offices for trolleybuses (trolley trucks) in the past and they didn't worked either. They worked only with power management turned off, but when playing with said feature on, the distribution office won't send out the vehicles stating that "some vehicles are without fuel". And since trams on road have very similar behaviour to trolleybuses, I have a feeling that even if we managed to pull in a freight tram into DO depot, it'd not work.
And when it comes to railway distribution office, that one will only allow actual locomotives and freight cars to be purchased, you cannot force a cargo tram to be there and therefore the vehicle won't be allowed to switch to the street mode.
However it would be possible to make permanently coupled multi unit trams just like trainsets, trucks with trailers or KT8D5 already work in vanilla.
All that is needed to do, is to either take two "Pracovní Vůz" units models or just one and some cargo train car model, make them single vehicle and give it appropriate stats.
