no, I put blockers for ai so ai shouldn't be able to use it.

Did a little testing with this - it seems that you can only buy artefacts that the owners can actively use them. For example you can't buy weapons and armour from children.
Kinda annoying when I want to buy the Imperial Diadem from a random Norse vassal who somehow obtained it after it disappeared from the collapsed Maghreb Empire lol

I was playing as a Germanic character, and a non-Germanic character had Mjolnir and, uh, the Germanic ring (whatever it's called, haha), and I was unable to buy either item from them. (I could buy other items, like Chinese trinkets and gear they got for participating in crusades). Same deal with the Emerald Tablet you get from the Hermetic Society (I was not a member).

character diplomacy, right click on a character that has an artifact and the negotiate for artifact should be available.

Oh there you have the same problem as me... before the Iberia DLC... I could still start Ck3 normally... after that it also took 1 to 2 hours... until I even get into the main menu....

@comiclove, yea it doesn't add any laws, traits, or modifiers so should be fine to add or remove on a save.
