hard to do....only the seagull flies - it has a very short render distance so you don't see it unless you're close to it, and seagulls are spawned by certain buildings (garbage dumps, for example), so you cannot really control how many spawn - you end up with half a dozen or more in a certain area. The only other option I can think of would be a flying vehicle such as the balloon (random path) or the passenger blimp, but these would have no working wing-flap animation, as the seagull would provide...

it's a wild animal, so you just subscribe to it and it will walk around in nature on maps that have wolves. You can use the Wild Animal Spawner on the Workshop to make it and other animals spawn where you like.
