Return of old Supply Lines

Scales easy/normal/hard/veryhard/legendary 1/2/7/15/15% just as the old version.

The purpose of this change is rather simple, there is little incentive to build elite armies when there isn't a supply lines penalty, and let's be frank, a system like supply lines is a pretty cool way of simulating over-extension corruption as large empires are more difficult to manage which results in corruption.

Noteable effects with this mod:

elite armies are more cost effective, upgrading your armies will become more efficient with time, while spamming armies will become increasingly punished per army that you spawn.

Smaller nations will become notable more powerful as they get their base background income AND do not suffer any supply lines penalties due to their small size.

Other side effects are that many small vassals were already rather effective, but are now even more effective due to the supply line effect.
