Pretty self explanatory, no longer do you have to wait for Admin Tech to form nations. Now updated to 1.37! Probably. Make a comment if something doesn't work.

Doesn't work for forming Scandinavia as Gotland; now it's only possible if you've got a mission that removes the admin tech requirement, no matter what tech level you're at.

The mod is causing nations (for example, Arabia formable or the PLC) to not get the "new traditions & ambitions" event when formed, any hopes for an update or is it abandoned?
