It should work by simply subscribing.
In case it doesn't, after the file is downloaded after subscribing, locate Steam\steamapps\workshop\content\362890\2853976928 and copy the BBmenuthemes.vpk into Steam\steamapps\common\Black Mesa\bms\custom and you're good to go. In case there is no custom folder, create one. It is recommended to primarily use the /custom method for mod installations as it's more fail-proof and easier to organize.
