in Amalgamation.ini right under the already existing psiamp entry should allow for Psionic Reaper usage. It might end up causing weird results though, if you end up using the Reaper on a class with a spec for using non-rifle primary weapons.
PCS are a no-go. Those are apparently hardcoded to vanilla PsiOp. There were plans for a Highlander hook/fix for this once apparently, but it got veto'd out. Few mods have custom workarounds for the issue, but it's usually large psi overhauls or custom psi classes.
See, my personal mod setup that I've been using when testing the specialization includes RustyDios' "[WOTC] Psionic Implants" which *explicitly* has a setting in it that handles if the psi amps/implants are hidden until Psionics get researched or not... and is set to "don't hide them" by default.
Since Implants mod is basically a newer, more configurable re-implementation of underlays I recommend you switch to that, it should let you sidestep the issue. Can't really test if this happens without underlays mod right now (quite likely it does though), and don't think I can do anything about it from the level of my mod so I'll just add a note about Implants to the description for now.
