If the material appears but looks broken (Completely covering the viewport see through section of the viewport with black and white textures), go to the Element Viewer for the overlay an go to the "overlaycolor" tab, at the bottom of the pop-up is a slider that dictates the opacity of the overlay. The default is 255, but to fix this just set it to 254.
1. Open the vtf file in VTFEdit
2. Go to Options > check 'Auto Create VMT File'
3. Go to File > Save As, and overwrite the original VTF
4. Go into SFM and load in a map
5. Go to the Clip Editor and scroll down to Overlay (The Reddish Brown section at the very bottom)
6. Right Click in the Overlay section, click 'Add Clip To Track', and click 'Material Overlay Effect' in the pop-up
7. A timeline will be present in the Overlay section. Right click that and click 'Show In Element Viewer"
8. Find the 'Materials' tab and click the '...' section at the end of the box, then search and select "dash23\phone_O" or "dash23\phone_O_NR" and click 'Open"
9. Profit
