[Proficiency Tweak] Loud Marksman (and quieter tech)

The proficiency marksman is kinda odd, their proficiency ability is about using brace, an ability that requires them to stay in one spot, but two of their perk lines are focused on mobility. This is sort of a bandage for this, in that this mod completely redoes the marksman's scout tree, removing the stealth abilities for a focus on Mitzruti's bullet arts. Swaps the use of a vektor rifle for a regular rifle.
Also swaps the position of emp shockwave and enhanced scanners (from the tier 2 awc deck) on the tech specialists tree to allow them to be a slightly better scout.
