This mod doesn't have a "zz_b_orbital_elysium_overrides" in the events folder (this mod only has 2 files in the events folder, "elven_gigastructures_events" and "giga_001_mega_events_overrides")

However, you do still have the
NOT = { has_global_flag = giga_elysium_disabled }
block which is interesting, I guess gigastructures doesn't default all preset settings to "disabled" for a structure when it's under maintenance and rely on the first flag to handle it.
This mod does not touch any of the technologies in the gigastructures mod, are you sure that this is the mod causing those technologies to appear?
Happened to me with the orbital elysium, they are not intended to be used in 4.X yet
I considered it a while back but for right now, with my motivation for modding Stellaris being dry right now, I cannot make any promises. Right now I only intend to maintain my mods for the time being.
