THV Coverage modifier

Game version: 0.85.291+
Modifies coverage area and tweaks building sizes. Published by request, this was banged out quickly to test a tweak to the coverage area, as well as an issue with the coverage area center being inconsistent.

Right now it only affects the compost factory. The size is increased to 6x6 and the coverage radius is slightly increased, from 10 to 11. As seen in the picture, this lets you cover four 8x15 fields perfectly.

The water and wind mills might be added later to do a similar change.
