WRE Cavalry speed bonus building

The eastern roman empire has the stables building to boost their cavalry's speed by up to 15%.
The western roman empire has worse cavalry (or less upgraded cavalry units), not to mention they can't catch up to anything. Well now they can!
The cavalry military building increases their speed by 5%, 10%, 15% at each tier respectively.

This mod is compatible with anything. Even mods that modify WRE buildings such as >Improved Military Buildings< and the like.
