This is just a Re Upload of the original mod, It got taken down along with other TFA addons and I'm not sure why but I saw re uploads of other addons by the author and realized nobody else did this one so I decided to do it myself
I don't know the original description or anything and I should probably add screenshots but yeah this is it

Managed to use wayback machine and get the console commands.
CONSOLE COMMANDS:
Easy to use thirdperson: use "thirdperson_ots" in your console to toggle. Binds supported.
Chat command: !tp_ots
Aim where you look; not look where you aim. The crosshair is always accurate.
Spread visualiser for TFA SWEPs
Togglable shoulders: use "thirdperson_ots_swap" in your console to swap. Again, binds supported.
Configurable positioning: use thirdperson_ots_right/thirdperson_ots_forward/thirdperson_ots_up
