New Harrasser has 3 levels to establish a beachhead quickly on or near Enemy territory.
WaterBalloner makes balloons on water tiles.
SandPacker makes Sandbags on sand tiles.
Lumberjacks harvest Packed Snow from Snowbots.
L1 Harrasser uses waterballoons for damage of 2.
L2 Harrasser uses sandbags for damage of 4.
L3 Harrasser uses Snowballs for damage of 8.

Expedition of Custom Harbour includes starting resources for Custom Harbour, L1, L2, L3 Harrasser, WaterBalloner, and Sandpacker.

Military too close reduced to 6 from 8 tiles.
Forestry modified to allow snowbots, which yield 2 PackedSnow.

Version 2.0. Switch from floor_extra.png to new individual building footprint files.

Ver 3.0. fix resource menu to conform to newer ui.json, globalStorageUISpec vs. resourceCategoriesDict

Version 4.0. new ui.json to allow DLC New Lands content.
