BFE Visibility Increase

Here is a low effort mod for high visibility in BFE. I was getting tired of so much dust and near invisible Kleers so I made this to save myself from the pain.

Changes:
- More than 50 dust particle effects have been modified to make the dust disappear faster and be less obnoxious.
- Kleers have a little bit more glow and their eyes also glow. (Credit to Soulmyr for the glowing eyes)
