Thing is, I found in the defines a “empire spread” value that I think should work. If not, well, you got me
...\Steam\steamapps\common\Stellaris\map\galaxy\galaxy_shapes.txt
is different since I made the overlord version. There are values unique for different shapes.
I might have stumbled upon a way to change it via the "defines" feature, mind if I upload an updated version?

PEST Multiplayer Spread
No Clustered Starts
No Clustered Starts seemed to only work in single-player for me
If you are still having trouble there is not much I can do. There are on 2 variables affecting empire placement and they only work with galaxy distance, not hyper-lane number.
All of my testing was done in multiplayer lobbies, and I've had issues with nation distance mods only working with single-player or multiplayer on my computer. (But it works fine for my friends)
