It's nice that you have it working again, and nice to see you again! :)
It appears that this mod, also by robs074, is now causing my issue with nuclear storage overfilling. Sadly, unlike the other mod that caused it, unsubbing and resubbing doesn't appear to have fixed it on my end. Though looking at the files I have no idea why it would cause any issue.

I ran some tests in a new save with just this mod and the mechanical factory mod from robs074 active and every time the storage should be full and stop allowing them to load, it just keeps going.
Workers & Resources: Soviet Republic is the second game I know where I can put a childrens daycare next to Nuclear Waste Storage.
I guess this proves the validity of the turn-it-off-and-on-again problem-solving approach! I'm glad it worked out for you.
So for now I'm happy, I've been able to build the Nuclear Storage in my main save and it functions correctly. I don't know if I'll ever track down whatever other mod in my list is causing problems because frankly my brain is mush after all of this.
For reference, the mod I isolated which was causing me the problem was an Electronics Component Factory mod

Though as I said, since un-subbing and re-subbing to that mod it is no longer causing any problems for me so I don't know how much it helps having isolated it.
After deleting the building from that mod in my main save and un-subbing from it and then running with 'enable only used items' I was able to build a functional Nuclear Storage.
However, when I re enabled all mods in that save it appears there may be at least one other mod in my list which I haven't used thus far in the save which also causes it.
Interestingly, re-subbing to the mod I tracked down no longer causes the issue with newly built Nuclear Storage in either my main save or my testing save so I've no idea why it caused the issue to begin with.
For future reference: since version 0.8.8.15, it is possible to buy nuclear fuel or Cask Type B containers at the border. They are bought in the same way as regular vehicles; you can filter the vehicle type to "Containers" to more easily find the resource you're looking for. The nuclear containers are, at the time of writing, on the last page.
I don't know if this is available if you started your savegame before version 0.8.8.15 (2022-11-30), though.

I loaded my brother's world again with the mod setting 'enable only used mods' to see if ruling out mods he hadn't used but I am subbed to would work and I built another storage in his save and it functioned correctly.
So now I need to sift through a lot of mods to find which ones I use that he doesn't which could be causing it. I'll let you know if I track it down.
