No Campaign Sword of Khaine Penalties for SFO

描述
I just done this by request. Campaign penalties (Diplomacy, growth, public order) for holding the sword set to 0. Works with SFO.

This is different from previous ones as it also edits the penalty in the trait, and from the sword and the ability from the sword.

This works with-out SFO for anyone wondering like I was. This is the *only* updated no Sword penalty mod on the workshop.

Removed morale debuff from trait and SFO had another name with the sword for leadership that is now also gone.
