Seize title as emperor.

Forcefully change government to the Bureaucratic Government(can be done on the Foederati government with a huge hit to Opinion so will make rebellion a big possibility)



The emperor gets access to 2 sets of laws.

The main law of the Bureaucratic Government. Running a Bureaucracy isn't cheap or easy.(Think of it as Feudal Crown Authority it behaves almost the same with regards to as you rank it up land cannot leave the empire vassals cannot declare war ETC.)
Lex Imperialis 1 - 4 running the government gets more "effective" as the law rises.

Chose between 4 edicts each providing buffs in certain ways and are always interchangeable at a cost.

Libratum Edictum(Balanced)
Legatorum Edictum(Diplomacy)
Civile Edictum(Civil)
Militaris Edictum(Military)

Vassals also get access to the Edicta system but ultimately the law of the land is in the Emperors hands.

Special contract system with a salary system(based on title rank) (Available to Every culture as long as they have the Bureaucratic Government.)

County level = Praetura as well as flavor titles for ruler and county
Theme/Praeses = Duchy as well as flavor titles for ruler and county
Exarchate/Diocese = Kingdom as well as flavor title for ruler county

Grant/revoke Pronoia(vassal collects all tax at a decent opinion bonus)


The none contract for Foederati is not able to be taken and is reserved for only vassals under the ruler of the Foederati and is not shown in the contract window.

The Foederati contract cannot be changed either.

Feudal vassals can become Foederati Government under the Roman Bureaucratic Government & Those same vassals can be forced to change government to the Bureaucratic Government and join the empire as a theme or Exarchate or even the county tier with the Regime change interaction.
