Max spawn rate boost

This mod allows customizing in-game spawn rates and the maximum number of spawns on screen.
Despite the title, it is also possible to reduce spawn rate, but that's lame.

The 'Multiplier' sliders scale the in-game default values, which vary based on time of day and biome.
The 'Constant' adds to the default values, and does not scale based on time or biome.

Low spawn rates (best case) occur in forest biome during day time.
High spawn rates (worst case) occur during events/invasions.
