[VJ Base] Authority Enforcer

Provides a SNPC of the Authority Enforcer from iD Software's 2011 title "Rage." The NPC features all relevant audio clips, and is generally balanced to be ever so slightly more dangerous than vanilla NPCs without falling into the trap of being unwaveringly accurate.

The NPC will be found in both the VJ spawn menu tab, as well as the NPCs tab under the section "VJ RAGE."
