A compatibility patch for snow's Reichskommissariats and Road to 56

This mod only reverts the focus tree to the one R56 uses and fixes some states of ostland, illyrien, norway and serbia

Author, could you revive the mod, politely please? I know that this is only patch for abandoned mod. But copying abandonware is nothing wrong.

@alex, this is nothing that i can fix, its hoi4 behaviour. just release them after the peace conference where you annexed everything. that works every time
