[NCS] Defcon System

This is the [NCS] Defcon System, meant to be used with roleplay servers- especially StarWarsRP. You can access the config by accessing !defconconfig. This will be used for everything, from changing basic access settings to adding new Defcon Levels. You're able to access the added Defcons and switch the level by either activating the Defcon Console found in Entities -> [NCS] Defcon or by using the command !defcons. Once you've created your levels, and placed a few consoles down around the map- remember to save them by using the !savedefconsoles command.
