I know how to use sfm to look for them. It's easier to know where the files are so i don't have to scroll through all of my workshop folders, tf, tf_movies, hl2, hl1, stanleyparable, portal 2, usermod, and cstrike because sfm shows all scanned folders from all directories even if you're filtering.

"workshop\models\tf2 spy masks collection" or just select "workshop" in "Mod Filter" and find masks in "+ MDL Files"

I do not know because I do not use SFM, but I heard that there is a function for binding an object to a specific bone. Try looking for guides on youtube.
