2x2 Plain Asphalt. Nothing else.

The purpose is to let you fill up spaces between roads/buildings with asphalt texture that will actually join with neighbouring asphalt. "Surface Painter" is too crude for this and actually overwrites existing asphalt making it difficult to use in many situations, and "Ploppable Asphalt" is a mod that you may not need if you only want to fill in texture gaps without affecting terrain etc.

Where in the game do I find this? I can't see it anywhere.

This is the pavement surface, though. And not asphalt. But it works like a charm. Actually, as of today it seems like these are the only "ploppable" surfaces that actually work in the game without too much hassle. Please consider making more of these for other surface types :)
