don't seems to work in berlin and kursk DLC

If you lose a step, you would lose a regular step instead of your specialist step.
There are two modding guides regarding scenarios here on steam. Try checking them out, one of them is made by the devs as far as I remember.
If you have more questions, try the forums here on steam. There sureley is someone in the community or from the devs who could help you out.

is there actually a difference on changing this? also do yk someone or can you help me on how to edit scenarios
