On the name of balance: there are countless other factions on the workshop without standard issue armor. I have a few others myself, and I make the faction equipment match what the faction should reasonably be able to be equipped with in those. In fact, vanilla Arma 3 and every official cDLC also features plenty of units who don't wear armor, and in very popular settings, such as WW2, Cold War, and once again, 2035-ish.
Their weapons were chosen to ise 5.8 mm to chow China/CSAT's role in the 2035 export market with attention shifting away from Russia. (Also, their weapon is AK-12 based so there goes your point about lower tech than modern times with the AK-74.)

"2035" they are lower tech than modern DPRK.
They're only good at stopping shrapnel and since these dudes only have the chest rigs they have literally zero upsides
