Half-Dead (original creator of the model pack.)
Captain Charles (turned the models into playermodels/made the HEV helmet)
Kathar (creator of the classic Gordon Freeman model, used for the torso of the HEV suit)

these models (the security ones specifically, with the body groups) come from the infamous "SMOD: Tactical" mod. a user named "Half-Dead" reskinned 3 of those models to match the outfits of the security guards in HL1.

The models that were originally in the "SMOD: Tactical" mod were citizen heads slapped onto retextured versions of the CS:S "Urban" playermodel. from what i can tell the SCP versions use reskinned "urban" playermodels as well.
