Standalone Turret - Surger

The surger is a slow firing but powerful plasma weapon capable of dealing substantial damage to shields.

Uses new library in Rf80SupportFunctions to change how turrets with more than one weapon will behave.
Makes turrets with more weapons fire faster and have a higher dps overall at the cost of range and accuracy.
