Revival of Universal Union [1.3.2] by Delta1116732 & Alguerath [2.5.*]

3.4.2. Compatible

Hi folks! Reupload with fixed versioning and independence of the outdated 5-Ethos Point causing despicable neutrals from appearing. Rudimentary testing session (~5 minutes) marks this one decently stable.

Unsure about incompatibilities, I'd exercise caution for now adding this in with a full modlist, as I can't guarantee it'll work as intended fully. This modification is seriously dated and we've experienced several sweeping changes to mechanics. Bugs & Suggestions welcome, and I'll try to keep the ship going for a while!

It contains:

-4 flags
-Portraits
-A namelist
-A Prescripted Empire
-2 Civics for the empire (civics reworked, see changelog)
-2 New Technologies
-A new building
-Re-organized pops
-The custom empire is now fixed and revamped
-A custom start screen (Fixed and re-implemented.)
-2 New Planetary Decisions, with custom sounds (please see update changelog)
-New pop variant: Loyalist
