And the 20% capacity is an increase over the game's default maximum allowance of fleet supply for Titans of 8%.
Titans use 16 fleet supply each... so if you have 1000 fleet supply, you could in theory have 62.5 Titans. However, the 8% limit would apply, so only 8% of 1000 is available for use in Titans. Ergo in that scenario you can build precisely 5 Titans.
At 20%, this would instead be (1000*0.2)/16 = 12.5 Titans.
Additionally the max cap on Titans by default was 20 no matter what your fleet supply, and I changed this to 100.
Thus 100 X 20% in the banner, but I could have clearer and said "100 and 20% Caps" or such.
I don't particularly see a need for more than 3 Colossus or Juggernauts, but if you want to tweak it, open "00_ship_of_size_limits.txt"
Find the entries for either Colossus or Juggernaut, you'll see:
"base = 96 # 3 * colossus's size_multiplier"
96 = 3 Colossus, add 32 to this number to generate an increased limit. 320 would be 10.
