[TTT] Silent Hwapoon/Harpoon

This mod makes Jenson's "Hwapoon" make no noise. Players killed by it don't make the usual scream sound either.

Why you ask? Because Jenson's version of the traitor harpoon weapon not only adds a sound, but is a totally different weapon with a new model and animations and code.

Some might not want the sound it makes and just want the better version of the harpoon itself.

Also adds a fix to the harpoon mod (fixed buying the harpoon breaking the buy menu sometimes), and the convar below to adjust ammo.
