did the rep+ get fixed?

It didn't work before repentance+ for me. However I use another resprite mod, another however there's reisen fumo and tewi fumo mod which seem to work (they have priority I guess)

This mod uses EzItems to create make the custom item description, which is incompatible with Repentence+ right now. So i recommend you disable this mod or any other of my mods for the time being.

with repentance+ its bugged, when picked up it pops up as both mr dolly and fumo, also fumo! text wont go away

Right-click your 'The Binding of Isaac: Rebirth' game in your library, click 'Manage' and then 'Browse Local Files'.
In the files, you can find the "mods" folder.
Find the folder named "reimu fumo mrdolly". (Maybe it will have numbers on the end.)
Click through: resources --> gfx --> items --> collectibles
Rename "collectibles_370_mrdolly.png" or delete it.
Rename the Cirno image to "collectibles_370_mrdolly".

(Also go into "reimu fumo mrdolly\resources\gfx\characters\costumes" and do the same there.)

Sorry for the inconvenience. Maybe I'll just make a copy mod with just Cirno...
