Wallhack SWEP

- consume energy to gain wallhacks
- gain speed boost while using (default: 10%)
- gain radar while equipped

console variables:
wallhack_max_distance - max distance wallhacks can reach, in units (entities fade the closer they are to this distance)
wallhack_radar_max_distance - max distance the radar can reach, in units
wallhack_max_energy - total energy
wallhack_consume_amount - amount of energy consumed per "wallhack_consume_inc"
wallhack_refill_amount - amount of energy refilled per "wallhack_refill_inc"
wallhack_consume_inc - increment to consume energy while using ability, in seconds
wallhack_refill_inc - increment to refill energy while not using ability, in seconds
wallhack_speedboost_percent - percent movement speed increase to gain while using ability
wallhack_distance_toggle - 1 enables the distance text, while 0 disables it
wallhack_radar_toggle - 1 enables the radar, while 0 disables it

to do:
- add console variables to switch the wallhack colors of nextbots / players / other npcs
- add console variable to switch to a cooldown with a timer instead of using energy

known bugs:
- wallhacks can glitch out the screen when facing the opposite direction of a nextbot
- 3D wallhacks (NPCs, players, non-PNG nextbots) do not fade over distances
