Send Conscripts

A simple mod that adds a diplomatic action that allows you to send 10k manpower to other countries and vice versa. The AI will likely only accept when you have good relations and they are low manpower, and they will occasionally gift manpower to the player if they are at peace and have high manpower while the player does not.

Shouldn't interfere with any other mods.
