(Normalised) Warhammer II Recruitment Capacity

This is a very simple mod that increases the recruitment capacity for local and global recruitment to Warhammer II values. However, it normalises these values across all difficulties, meaning the AI does not get bonuses at higher difficulty levels.

This can be used alongside my No Artifical Difficulty mod, which strips the AI of bonuses, leaving only the difficulty of the better AI behaviour, here.
