You are absolutely right. I missed to enable the regular in-door grain mill. Fixed

Found a bug. You forgot to enable "Indoor grain mill" in "Baking" research in fcs. That may be one of the reason @Slammer Of Jams report said bug.

@slammer Everything is working. I just opened the game and I write this while looking at my build menu. They are at the FOOD tab > Indoor Grain Mills. There you can cycle every mill you have unlocked. If it isn't showing, then you are looking at the wrong tab in the build menu, don't have all the required researches or there's a mod overwriting this one.

i researched the required blueprint in the research bench but the indoor mills and whatnot don't show up in the build menu
