It needs more accuracy and the armor pen / regular damage swapped so it has more power behind each shot.
Just gave them a few test runs and will beat the 2x Little Groms in an evenly matched army with just a single Sky-junk.
I will say their firepower feels lacking on the missiles, however, their bombs make up for it, and their snipers provide a constant stream of powerful & precise ranged attacks.
I find that if you bring the Sky-junk closer to the enemies, it tends to perform better, but obviously is now more vulnerable.
The main reason I buffed Kislev's and Khorne's artillery is that they only had one artillery to choose from, and ontop of that it only provided a single artillery per unit.
Cathay has a plethora of choices.
