More Planetary Districts

A second try of a Mod i attempted to create several major updates and several DLC releases ago.
This Mod allows you to increase the Maximum Number of Districts, as well as the Planet Size through Planetary Decisions.
Its know to have bugs once reaching Planet Size of 25 and maximum Amount of Districts for a 25 Planet.
Currently i dont know any way to avoid these, as im not aware how to check if more Expansions are posible or not to set under what condition it becomes unavailable.
