Slow in terms of gameplay? Hell NO.
The first two Jet Motos are still some of my favorite AG racers of all time, right behind F-Zero X.
You do need good tracks, and very few Jet Moto tracks are any good. Most are just annoying obstacle courses that only work in Jet Moto because Jet Moto is a very slow game.
That out of my system, I have to say that I'm impressed with the layout overall. The spiraling turn at one end of the circuit, the sharp hairpins at the other, and the scenery itself is striking.
That said, this track's best enjoyed in race modes, as the very long, le Mans-like "murder alley" back straight isn't the most interesting track feature for speed-lap runs, though I bet it'd be a welcome breather in a zone run.
