AFS Faster Blacksmith

This mod increases the speed of the blacksmith from the default required 5 work actions 4.0 time period per action (20 total), to 1 action 1.0 time period per action (1 total). This change is to counter the tool shortage runaway that is exacerbated by a tool-less unhappy blacksmith being allocated to craft more tools, while refusing to pick up a new one themselves. With this mod the game will retain resource balance as those values are unchanged, however it will affect production speeds, which will only be restricted by resource aquisition. It is advised to be careful with tool limits as it will eat through resource quickly.
