There now exists a fork of this mod which was updated for RimWorld 1.4 and has support for Hex's "Improve This" mod:
Everything Has Quality [1.4+ Fork]

After looking through the original mod's source code, I can see it's because it adds CompQuality post-game-load, which is obviously strange.
Assuming you haven't substantially rewritten the code, it looks like you'll have to change Quality_CompPatch.DefPatch in order to support my mod; based on how many instances of def.comps.Add/Remove there are you probably also want to split that out into a separate function too.
Mod name: Improve This
Mod ID: hexi.improvethisbuilding
Component class: RimWorld___Improve_This.ImproveThisComp
Also, do you have the original mod installed?
