In 1935, the Soviet Navy put forward the tactical and technical requirements for a large air cruiser for the first time: the displacement was 30000 tons, the speed was 35 knots, the main engine power was 210000 horsepower, the fixed weapons were three 305 mm triple guns, eight 130 mm double guns and nine 45 mm double guns, which could carry 60 aircraft, the waterline armor was 200 mm thick and the flight deck armor was 125 mm thick. This technical requirement actually integrated the technical indicators of battlecruisers and aircraft carriers at that time, which has exceeded the Soviet Union's ship design and construction capacity at that time.
Since no unit can design such a complex warship, the first central ship design bureau put forward a feasible design scheme of air cruiser. The scheme is code named Project x, the displacement is reduced to 17000 tons, and the fixed weapons are 4 240 mm triple guns, 6 130 mm double guns and 2 533 mm triple torpedo tubes. The ship can also carry 9 aircraft, 2 torpedo boats and 2 submarines. In addition, it can also carry 100 mines. It should be said that the essence of the scheme was to add limited aviation facilities to the heavy cruisers at that time, but the Soviet Navy did not accept the scheme because the aircraft carrying capacity was too small.
