Main goal of this mod - make puppets more powerful, less micro to you

In common situations you got first puppet at mid/late game, when you have 100 factories. And now you must manage another country, trying find balance between civ and military factories.
Your attention will be distracted. No more!
You trying breaktrhough Aliies or Axis or Comintern, micromanaging your troops and in middle of battle annoying notification appears "Sir, your puppet created another division. Please, disband it as usually you do". No more annoying notification.

Main features of mod:

- Military and Civilian Industry controlled by overlord: Decreased to 5%-15%. Now puppet control his industry not you
- Units are NOT deployed to overlord.
- Trade to overlord decresead to 10%-30%
