Fixed m9k to be balanced for fast paced combat

Changes:
NO RANDOM DAMAGE
NO RANDOM SPREAD
NO RANDOM RECOIL
FIXED SHOTGUN SPREAD
Penetration is disabled by default
AR's either have 1k rpm and 25 dmg or 650 rpm and 34 damage. No spread at all.
Pump shotguns shoot slow and have low magazine size to encourage quickswitching.
Auto shotguns had their damage nerfed.
Bolt action snipers 1 shot to the head. (2 shots anywhere else)
Semi auto's 4 shot
All snipers are only accurate while scoping in because quickscoping is fun
LMGs are ARs with less dps but higher mag sizes
