Semi-Transparent Transition

Makes the borders of the default transition semi-transparent, like the borders of the default loading screen. In other words, it has the same transparency as the loading screen border.

I originally made it for the Reduced HUD, but I'm posting it separately now for those who want to use it with other custom huds. I also adjusted the position of the elements on the default transition to be correct.

While it may seem simple, converting tipgraphic to png format was quite time consuming. I recommend using it with the HD Loading Spinner.
