This is a combination mod of the Harsher Empire and Kingdoms

This is basically a mini mod that I made, basically, makes both Kingdoms and Empire harder to create, to create a more realistic Medieval title simulator. Makes intrigue more fun, and pure war is no longer the greatest thing ever...
