[OUTDATED] FIXED Staff Scatter (The Tower update)

The mod's functionality has been disabled via update, as it is no longer needed. If, for whatever reason, still need the functionality then unarchive the ZIP in the data folder of the mod.

Fixes the idle behaviour of cooks, janitors, gardeners, armed guards, farmers and orderlies. Chefs no longer go to the road but stay in kitchens. Armed guards no longer idle in place but go to the armoury. Janitors, gardeners, farmers now move to the deliveries room when they have nothing to do. Orderlies no longer glitch (that badly) in place and will instead move to an infirmary.
