Magic Regen Tweak

Adjusts magic regeneration and spell costs so that having your highest possible magic is optimal, as opposed to each spell having a specific optimal max magic. Also tells you how long it takes to regenerate to magic for each spell, as well as overall.

Explanation:
Currently, due to the way magic regeneration works, each spell has an optimal max magic it should be cast at to regenerate the quickest. This mod changes the magic regeneration so that it takes roughly the same amount of time to regenerate the magic cost of a spell, regardless of your current and maximum magic. Spells have had their flat costs removed, and a minimum cost added to reflect the previous minimum magic you would have needed to cast the spell with the vanilla system. Spell costs and the magic regeneration formula were balanced such that the time taken to regenerate a spell is roughly the same as the best case scenario with the vanilla system. Thus, the power level of this mod is what you would get in the vanilla game, just without the need to micromanage, a slight buff to regeneration time at high maximum magic, less punishing multi-casting. Also, the dragon auras are actually meaningful.
