Almost all vanillan resources can be taxed, and the heavier the tax burden, the lower the member states' opinions toward the emperor.
Member states can acquire tax exemptions by waging war, and the emperor can also revoke them through war.

imperial_tax group is missing, therefore the resolutions don't even appear in the game
